The Section 8 Housing Choice Voucher program is administered locally by each Public Housing Authority. In Connecticut, 50 PHAs administer approximately 46,981 vouchers. 21 PHAs use Small Area Fair Market Rents (SAFMR) — ZIP-code-level rent caps that more accurately reflect neighborhood rental markets.
Each PHA sets its own payment standards — typically between 90% and 110% of HUD's Fair Market Rent — that determine the maximum monthly Housing Assistance Payment. Landlords participating in the program can charge rent up to the payment standard (or higher with tenant approval at lease initiation, capped by rent reasonableness).
