The Section 8 Housing Choice Voucher program is administered locally by each Public Housing Authority. In Maryland, 30 PHAs administer approximately 59,815 vouchers. 9 PHAs use Small Area Fair Market Rents (SAFMR) — ZIP-code-level rent caps that more accurately reflect neighborhood rental markets.
Each PHA sets its own payment standards — typically between 90% and 110% of HUD's Fair Market Rent — that determine the maximum monthly Housing Assistance Payment.
