HUD rule (24 CFR 982.505): HAP is the lesser of โ
1) Payment Standard โ TTP
2) Gross Rent โ TTP
Gross Rent = Contract Rent + Utility Allowance

Gross Rent = Contract Rent + Utility Allowance
The tenant pays the rest. If Gross Rent exceeds the Payment Standard, the tenant pays 100% of the overage on top of TTP. The tenant's total family share cannot exceed 40% of adjusted income at initial lease-up.
